:police: DNR issues citations for protest netting on Gull Lake

NISSWA - A second protest action by Anishinaabe treaty rights activists, who set a tribal fishing net in Hole-In-The-Day Bay of Gull Lake Friday, resulted in citations from the Minnesota Department of Natural Resources.

The netting occurred while across the highway, wild rice harvest continued on Hole-In-The-Day Lake into its second day, past the expiration of a permit issued by the DNR Thursday morning.

About 11 a.m. Friday, activists gathered along the eastern shore of Gull Lake to place the net, an action activists assert off-reservation fishing rights preserved for Native peoples in 19th century treaties.

Enforcement officers with the DNR approached by boat some 15 minutes later and removed the net. At a nearby public access, activists confronted the officers and asked them to return the net, which in the meantime was reported stolen to law enforcement by one of the activists.


Issued citations for illegal fishing were Todd Thompson of the White Earth Reservation and Jim Northrup III of the Fond du Lac Reservation. Officers returned the net after citations were issued.

There was no indication the DNR intended to issue citations to wild rice harvesters.
