I think that is considered chumming and is not allowed.  Like throwing corn in the water to attract carp isn't allowed.

Nope, that's a scent cloud. No "fish parts", which is chumming.  Should be OK, looking at the regs. Page 24 of the regs:

What fishing methods are illegal?
•    Intentionally fishing for a species during its closed season.
•    Using an artificial light to lure, attract or spot fish. However, you may use a lighted artificial
lure. Batteries used in lighted fishing lures must not contain mercury.
•    Leaving your fishing rod or any type of line with hooks attached unattended.
•    Using explosives, firearms, chemicals (not including fish scents), spring devices or electricity
to take fish.
•    Taking fish by hand (noodling) or by snagging

Its a iffy subject! Ask the DNR through a email question.
  I used to fish catfish with either a small mesh bag of dog food in the water or a can of cat food in a can punchered tied to a stringer.Used them as a attractant got warned if caught again a ticket would be issued.
 Its iffy what a chum is! but I was chumming according to a CO.
 There is a section in the rules that refers to chumming,But a question to the DNR is best cause it can be printed out and had on hand when using methods that are iffy pertaining to chumming.

I'm not sure I need one of those to catch bass, easy pickins. Putting an anchor on the bottom does the same thing for eye's if you ask me.

Taking a newbie out fishing in rough water always works well for chumming. Make sure they have big greasy breakfast first.

I bet people in MN use them.  I'm not sure how they would catch someone using them ice fishing without an actual tip from someone.
