How can all the farmers mow road ditches before August 1? Do they need to contact someone first? In my CRP I have to contact them before I can mow the thistles. Just wonder how many small pheasents get killed for a few bails of hay.

I believe there is a law on the books that does not allow for haying public land such as you are describing...but it is not enforced.  Just as farming up to the edge of the road...you see that a lot as well...they actually swerve around the telephone poles in and out.

CRP is a contract with USDA...federal.  They police their stuff more.
