Gaurd members hunt and fish for free.

again, I have no problem with this bill... but does this mean any time after they haved served?  or just while they are officially serving.  and what about all the othere regular duty veterans.  They can hunt and fish for free while on leave, but only while they remain on active duty.  Shouldn't they be able to hunt and fish for free after their end of active service date?  If weekend warriors can, so should the regular service members.

1.1A bill for an act
1.2relating to game and fish; providing for the issuance of free angling and hunting
1.3licenses to residents who have served outside the United States as a member of
1.4the National Guard or a reserve component;amending Minnesota Statutes 2006,
1.5section 97A.441, by adding a subdivision.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. Minnesota Statutes 2006, section 97A.441, is amended by adding a
1.8subdivision to read:
1.9    Subd. 11. Angling; taking small game and deer; National Guard and reserves.
1.10A person authorized to issue licenses must issue, without a fee, licenses to take fish
1.11by angling, to take small game, and to take deer to a resident who has served at any
1.12time during the past 24 months in federal active service, as defined in section 190.05,
1.13subdivision 5c, outside the United States as a member of the National Guard or other
1.14reserve component of the United States armed forces. Eligibility for a license to take deer
1.15under this subdivision is limited to one license per resident.
1.16EFFECTIVE DATE.This section is effective the day following final enactment.
