I am wondering if anyone has any advise on where to hunt in the metro? I normally hunt in the SW part of the state but am looking to hunt here in the metro this year but have no idea where to go, or even where it is legal to go.

I was thinking that it would be exactly that, this year, since the number of lottery areas is large, everybody will focus there.  Not sure I'd want to be there.  Not sure what the people in power are thinking.

If you want to hunt in Saint Paul or Minneapolis with a bow you have join the Metro Bowhunter's Resource Base http://mbrb.org/mbrb/mbrb-p05.htm,  they have some entry requirments, but it looks like they give you access to a lot of urban and suburban hunting that only bowhunters in their organization can hunt.
