Not aware of any law that requires they be filled in or drained for that matter. In fact, there were some guys who were cleaning out the stuff on the bottoms of hog pits in abandoned confinement buildings for a few years. It had all dried up so they opened up a hole in the slats and put a ramp in so they could use a skid loader to get it out. I know of several places there are lagoons around here that haven't been in use for many moons and are still full of water.
