It is a testing facility for autos and other things. There is a car commercial a couple years ago that showed them testing the car in the winter in Baudette MN.

That is the AET facility.   It used to be a US Radar Range before Loran kicked in.  They about  miles south of town there was a US Loran facility that was the new thing so the Radar Range shut down. Now they are both defunct with GPS and all of the new stuff.  The new owner got it for nothing and rebuilt and renewed it as a car testing facility.  Honda and some other companies do their annual testing there.  Some heavy equipment companies test there too I think.  They are always updating there facility.  The one by the airport is Bosch testing.  They do similar testing. It is owned by Bosch of course that make almost all of the car braking systems, tools, appliances, you name it.  SO they have different priorities but both are busy all winter.  I have worked for both and it is pretty fun to work at each of them.

When I drove up to LOW I know I was getting close to town when I saw the big Loran antenna sticking up.  :happy1:

Goggle Map says "Automotive Enviro Testing"  for the picture above.
