Doesn't this mean that we would be exceptional, that our DNR would be responsible for any programs implemented?

It sounds like it, but I wouldn't bet on anything right now.

It seems like this merry-go round has been spinning for quite a while. As before, the laws in-process/new mandates will get tied up in courts, or by groups who have deep pockets and believe there is no reason to "manage" them.
Marry an outdoors woman. Then if you throw her out into the yard on a cold night, she can still survive.
