Where the trout live is mostly private land.  We used to fish the river back in high school and the landowners never gave you a second look... do it now and the sherriff will probably be paying you a visit.

The DNR just bought a mile of land in Empire for a new WMA and you can access the river there no problem... should be some trout swimming there too if it hasn't been too pounded.

The lower Vermillion where it dumps into the Mississippi is mostly public... still some nice crappie there, but the pressure over all the years has diminished the sizes a great deal.

Have fun!

Good Luck!

Ken
