Black Bear Zone 99
There is a new regulation this year for bear hunting.  You can apply to Zone 99 to increase your preference level.  Zone 99 does not exist.  It allows you to gain prefenece points for when you actually intend to hunt in the future.

In the past people applied to say Zone 26 not intending to hunt that year to gain preference points.  If they were drawn they would just have to hunt.  This removes the guessing.

Also you can apply as a group of 4 or less.  Either all of you are hunting that year or none.

The black bear lottery deadline is May 2nd.
