I had good luck using 3/4" or 1" pvc and pvc fitting to make the frame of the blind.  Plus pvc is fairly cheap and durable and has a little flex to it to follow the boat rails.  We attached to the rails of the boat with chain link fence clamps.

conduit works good and it's bendable... we also used some old aluminum awnings (sp) one time they didn't fit perfect but it was light and easy to move around. I scored some camo netting from a surplus shop too the double sided tangle free stuff.. worked pretty good.

We made one for a guy at work one time.  He bought what was a sweet pontoon (until he got it), he literally ripped off all furniture (in perfect shape).  Having a bare deck he had us build a blind set up on it.  I wished I had pictures-this thing had to be one of the sweetest boat blinds ever (and I don't even hunt).  The "roof" 1/2 flipped down to the side for shooting.  It was all made out of aluminum, and then covered in grasses later.  I'm not sure if he used chicken wire (mesh) for holding the grass or not.  I never got to see how he did that part.

I would recomend that you make it so you can fold it in to the boat or down inside so then you can put a cover over it and all the weeds for the blind material dont blow off while going down the road.

our boat was also our fishing boat so we held it on with clamps and layed it flat when traveling
