So is this saying that if I buy say a 40 acre woods I can not clear a 5 acre spot and plant corn or what ever i choose as a food plot?

 I think it was added to stop the pumpkin farmer from hauling in truck loads of punpkin and saying he was using the unused pumpkins as fertilizer.
Anything that is free is worth saving up for.

Yes. Once the crop has been harvested you may not bring the harvested produce back to the field to hunt over as this would be baiting.
However if some of the crop spills from the harvester as the result of normal practices then that is not considered baiting.
This does not mean you can run the corn picker down the field without a wagon and say it just spilled.
