Spinning wing decoys have been illegal in Minnesota for awhile now.
Where would this fall in the laws? Gray area?

Actually Hd you can use spinners after say the second weekend on waters not surrounded by wildlife area's.  When the spinning wing decoys came out it was lights out hunting but the birds got weary of them. The motorized butts will be a good thing on the calm days, but it will be a matter of time until the birds get weary of tgem also.
