wasn't the money from the lottery supposed  to go to natural resources?  looks like that may change.  it should all be split up between natural resource/fish and wildlife/parks and trails funds.
At least reverse it and only put 40% in the general fund.  Or compromise and say, ok 60% to general fund if the money for deer processing comes from the general fund too and not a 1$ surcharge on deer licenses.

1.1A bill for an act
1.2relating to environment; allocating a portion of unclaimed lottery prize money to
1.3the environment and natural resources trust fund;amending Minnesota Statutes
1.42006, section 349A.08, subdivision 5.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2006, section 349A.08, subdivision 5, is amended to
1.7read:
1.8    Subd. 5. Payment; unclaimed prizes. A prize in the state lottery must be claimed
1.9by the winner within one year of the date of the drawing at which the prize was awarded
1.10or the last day sales were authorized for a game where a prize was determined in a manner
1.11other than by means of a drawing. If a valid claim is not made for a prize payable directly
1.12by the lottery by the end of this period, the prize money is considered unclaimed and the
1.13winner of the prize shall have no further claim to the prize. A prize won by a person
1.14who purchased the winning ticket in violation of section 349A.12, subdivision 1, or won
1.15by a person ineligible to be awarded a prize under subdivision 7 must be treated as an
1.16unclaimed prize under this section. The director must transfer all unclaimed prize money
1.17at the end of each fiscal year from the lottery cash flow account as follows:
1.18(1) 60 percent to the general fund; and
1.19(2) 40 percent to the environment and natural resources trust fund.
