No. A written test and a shooting proficiency test that is witnessed and signed off on by a certified instructor and mailed into the state is required. It's NOT recognized in Illinois, California, the Virgin Islands.....

State of Virginia CCW requirements:

Virginia Resident Concealed Handgun Permits are issued by the circuit court of the county or city in which the applicant resides. Please contact the applicable court for specific instruction on the application process.

Out Of State Permit Issue:
The 2004 Virginia General Assembly amended § 18.2-308, Code of Virginia, to authorize nonresidents of Virginia to apply for a concealed handgun permit. Nonresidents of the Commonwealth 21 years of age or older may apply in writing to the Virginia State Police for a five-year permit to carry a concealed handgun. The application shall be made under oath before a notary or other person qualified to take oaths on a form provided by the Virginia State Police, requiring only that information necessary to determine eligibility for the permit. If the permittee is later found by the Virginia State Police to be disqualified, the permit shall be revoked and the person shall return the permit after being so notified by the Department of State Police.

The court shall issue the permit within 45 days of receipt of the completed application unless it appears that the applicant is disqualified.

Cost:
The court shall charge a fee of $10.00 for the processing of an application or issuing of a permit. Local law enforcement agencies may charge a fee not to exceed $35.00 to cover the cost of conducting an investigation pursuant to this Code section. The State Police may charge a fee not to exceed $5.00 to cover the cost associated with processing the application. The total amount of the charges may not exceed $50.00, and payment may be made by any method accepted by the court. Out of state permits have a fee of $100.

Requirements:
1. Applicant must be 21 years of age or older
2. There is no requirement as to the length of time an applicant for a Concealed Handgun Permit must have been a resident or domiciliary of the county or city where he or she resides.
3. The court shall require proof that the applicant has demonstrated competence with a handgun and the applicant may demonstrate such competence by one of the following, but no applicant shall be required to submit to any additional demonstration of competence:

1. Completing any hunter education or hunter safety course approved by the Department of Game and Inland Fisheries or a similar agency of another state;
2. Completing any National Rifle Association firearms safety or training course;
3. Completing any firearms safety or training course or class available to the general public offered by a law-enforcement agency, junior college, college, or private or public institution or organization or firearms training school utilizing instructors certified by the National Rifle Association or the Department of Criminal Justice Services;
4. Completing any law-enforcement firearms safety or training course or class offered for security guards, investigators, special deputies, or any division or subdivision of law enforcement or security enforcement;
5. Presenting evidence of equivalent experience with a firearm through participation in organized shooting competition or current military service or proof of an honorable discharge from any branch of the armed services;
6. Obtaining or previously having held a license to carry a firearm in this Commonwealth or a locality thereof, unless such license has been revoked for cause;
7. Completing any firearms training or safety course or class conducted by a state-certified or National Rifle Association-certified firearms instructor;
8. Completing any governmental police agency firearms training course and qualifying to carry a firearm in the course of normal police duties; or
9. Completing any other firearms training which the court deems adequate.


Required Documents:
1. A photocopy of a certificate of completion of any of the courses or classes; an affidavit from the instructor, school, club, organization, or group that conducted or taught such course or class attesting to the completion of the course or class by the applicant; or a copy of any document which shows completion of the course or class or evidences participation in firearms competition shall constitute evidence of qualification under this subsection.

Not following what yer asking, HD....you want a carry permit valid here, but you don't want to GET it here? Minnesota does NOT have reciprocity with Virginia permit...
Click on Virginia; then,  "non-resident" of Virginia permit...you'll see Minnysoda comes up red....ie; NOT valid here.

It's also legally called a "Permit to carry" here, NOT "Conceal Carry", since we are an open carry state. One of the "trick questions" used to see if you understand what yer talking about....

Just asking if this program would be valid here. I want a conceal and carry, but I seem to have little time available to sit through a class...or the timing is wrong. I seen this program and thought that it might work for me.

Do you have to do the range time to make this valid? Is it worth the time to do this? Or stick with the state required course? Like I said....this is cheaper, and works with my schedule....is it valid in the states that except conceal and carry? or "permit to carry" ?

Sorry, it threw me off too.    Laws vary so friggin' much from state to state...if I'm driving thru Illinois, and forget I'm wearing my piece....*WHAM*  I get nailed. That's why I quit teaching last year, too much crap that changes.

No. Can't Shoot online...you HAVE to do the PHYSICAL SHOOTING as part of the course.
I should clarify you can take the WRITTEN part of the course online, but you still have to do the "linked" physical shooting and have it verified and signed off on.... a few years ago, you couldn't do the online stuff. Hope that clarifies....

hd its worth class and range time for sure. alot of classes are on sat or sun. victor ricigliago was my teach, and did an awsome job i thought, its gona cost you about a hundy and 20 for the class and range then another 100 to the county sherrif for a back ground  check. the one thing i dig about it is, even if i never carry, the education was awsome, and the ability to purchase and walk out with hand gun or rifle  at the time of purchase

The House approved a bill on Wednesday that would ease legal restrictions for carrying concealed firearms across state lines – a move pushed by the National Rifle Association that comes just weeks after mass shootings in Las Vegas and Texas.

On a mostly party-line vote, the measure easily passed, 231-198, although 14 Republicans voted no. Six Democrats voted for the so-called reciprocity measure, which would allow a gun owner with the proper permit in any state to carry a concealed firearm to another state where it is also legal.

Connecticut Democrat Rep. Elizabeth Esty — who represents Newtown, Conn., where 20 first-graders and six teachers and staff were killed in a 2012 mass shooting – said the bill would undermine states' rights, "hamstring law enforcement and allow dangerous criminals to walk around with hidden guns anywhere and at any time. It's unspeakable that this is Congress' response to the worst gun tragedies in American history," according to The Associated Press.
