So on Facebook someone on a Facebook page I don't personally know posted pictures of walleyes they caught in the river saying they caught around 40 or more(they said all released) they said they were fishing for "cats" with mr twisters. If you caught someone doing this in person if you were fishing nearby would you call the CO? Or just ignore it.

Can you catch cats on Mr. twisters?  If so, I wasn't there and don't know their intentions.

You can catch cats on just about anything. To me it's a loop hole. Like some Muskie fisherman throwing there baits saying there fishing for pike. Just a example. But this happens often and fish "migrate" to buckets and go home. I think it would be a hard sell to a dnr officer that your fishing for cats with a mr twister.

I'm not much of a cat fisherman, but don't you usually use a big weight and just toss it out and let it sit on the bottom?  If they were using legit tactics to catch catfish and not harvesting walleyes I'm not sure nothing can be done.  However if I was fishing for catfish and only catching walleyes I'd move before I caught 40 of them.  Does the Facebook page show pictures?

Only channel catfish and blue cats are open, Atleast my tactic and most common is like you mentioned. Big weight with a hook and cut bait and let it sit. There were a couple pictures of the bigger fish. The admin has sense removed it because a lot of people were upset and attacking the guy. If a dnr officer finds you doing it but not catching cats an only walleyes he can make you move along. Me if I was catching walleyes on my baits I would switch it up or move.
