   :police:  DNR Rule making Notice:

:fishing:    Taking Fish on Minnesota-South Dakota Boundary Waters  :fish2: :fish2: :fish2:

Why am I receiving this notification?

You are receiving this email because you are subscribed to the Minnesota Department of Natural Resources Rules Notification List for Border Waters.

What is this rule about?

This rulemaking will change the rules for fishing seasons on Minnesota's border waters with South Dakota. If you are not interested in this topic, you can disregard this rulemaking notice.

What will this rule making will do?

Minnesota and South Dakota (MN-SD) are proposing to create a continuous fishing season for walleye, sauger, northern pike and bass on the MN-SD boundary waters by removing the traditionally closed fishing period from March through mid-April. The MN-SD boundary waters are Big Stone, Traverse, Hendricks, and Mud lakes; and the Bois de Sioux and Mustinka rivers. Biologists from both states agree that removing the closed season will provide more springtime fishing opportunities without negatively impacting fish populations. Also, a continuous fishing season on the MN-SD boundary waters would align with the existing continuous fishing seasons Minnesota has with North Dakota, Iowa, and Wisconsin.

The DNR is using an expedited rulemaking procedure to make these changes effective by March 1, 2019, in time for printing of the 2019 fishing regulation booklets and to coincide with South Dakotas regulation change.

Who might be affected by these rule changes?

•Recreational anglers
•Officials in bordering states

Where do I send my comments?

You have until 4:30 p.m. on Monday, October 29, 2018, to submit comments to the DNR contact person listed below.

You may request a hearing on these rules. If at least 100 persons submit a valid request for a hearing and a sufficient number do not withdraw their requests (reducing the number below 100), then a public hearing will be held before an administrative law judge. The Notice of Intent to Adopt Expedited Rules tells you how to submit a request for hearing to the DNR contact person.

Where can I get more information?
