A buddy of mine has his 16 year old nephew from GA living with him to attend school here.  This kid has to buy a fishing license because he is a US citizen.   If he was a foreign exchange student it would be free...why does this make sense??

From dnr site "Foreign exchange students may receive a free annual angling license with proof of foreign exchange student status."

      My guess is that an exchange student is a short term guest and will return home.

      Why does someone with certain mental or emotional disorders not need a license?
I used to be cute and adorable. Then, I had my first birthday. Been downhill ever since.

Foreign exchange students may attend 9-12th grade high school.   I get that it is temporary and it's a good program.  I am not against it in any way.

The questionable issue becomes why does an out of state "student" have to buy an out of state license when a foreign "student" gets a free license? It's not that my Buddy can't afford the license but...it's principal.

The "principal" can be fixed by requiring ANYBODY from ANYWHERE at any age to have a fishing license. The resource has no idea of where the person trying to harvest them are from and it shouldn't matter.
