FOR IMMEDIATE RELEASE

DNR seeks designs for Minnesota’s first walleye stamp (July 22, 2008)

Wildlife artists can submit entries for Minnesota’s first walleye stamp, which will be available to anglers when they purchase a 2009 fishing license.
Earlier this year, the Minnesota Legislature passed a law creating the voluntary walleye stamp, which will add $5 to the cost of a 2009 fishing license if an angler chooses to purchase the stamp. Revenue from stamp sales is dedicated to walleye stocking and directly related activities.

The walleye now joins the trout and salmon, migratory waterfowl, wild turkey and pheasant as a species that offer a DNR-sponsored wildlife art contest.

Entries for the walleye stamp design will be accepted Monday, Oct. 13, to Friday, Oct. 24. Artists must mail or hand deliver their entries by 4 p.m. on Oct. 24 to: 2009 Walleye Stamp Contest, DNR Division of Fish and Wildlife, Box 20, 500 Lafayette Road, St. Paul, MN, 55155-4020.

Designs should be securely wrapped and enclosed in an envelope or other container. The words “Walleye Stamp” should be clearly marked on the outside of the container. Late entries will not be accepted.

The walleye (Sander vitreus vitreus) must be the primary focus of the design. Other fish species may be included in the design if they are used to depict a common interaction between species or are common inhabitants of Minnesota’s lakes and rivers.

Artists are prohibited from using any photographic product as part of their finished entries. Any entry that contains photographic products will be disqualified.

The contest, which offers no prizes, is open to Minnesota residents only. Winning artists usually issue limited edition prints of the artwork and retain the proceeds.

A contest entry form and reproduction rights agreement, which grants the DNR the right to use the design for the stamp image and other promotional, educational and informational purposes related to walleye, must be signed and submitted with the design.

Judging will take place at 2 p.m. on Thursday, Oct. 30, at DNR Headquarters, 500 Lafayette Road in St. Paul. Contest judges will have expertise in art, ichthyology, fishing, aquatic habitats and/or printing.

I didn't know this was really going to happen! Is it public knowledge ar available to see how much money they take in from the stamp and where that money goes??

I hate all of these extra fees.  Just adjust the license cost if needed to cover all fishing statewide.  That was the case once upon a time.  It's SOOOOOOOOOOOOOO obvious this will soon go from "voluntary" to "mandatory".  This is called the "flirting" stage.  Introduce it and EEEEASE it in.  This has been done before with "voluntary" seatbelt law (now mandatory), the same with the "temporary" state sales tax way back when.  Dome tax, this tax, that fee...where's the end?  You need a lawyer with you to figure out what species is legal, what size (slot or state size law depending on species), what time of year you are fishing, what special reg or permit is needed, what part of the lake is okay to fish and what is closed to fishing, etc.  No wonder novice fisherman are shying away from fishing and license sales are down.  Geezo peezo.  What's next, a bullhead stamp?  The Iowans will go broke!

Sec. 18. Minnesota Statutes 2006, section 97A.075, is amended by adding a
subdivision to read:
Subd. 6. Walleye stamp. (a) Revenue from walleye stamps must be credited to the
walleye stamp account. Money in the account must be used only for stocking walleye in
waters of the state and related activities.
(b) Money in the account may not be used for costs unless they are directly related to
a specific body of water under paragraph (a), or for costs associated with supplies and
equipment to implement walleye stocking activities under paragraph (a).
EFFECTIVE DATE.This section is effective on March 1, 2009.

Soon we won't have stamps anymore, they will be little merit badges and you will wear a sash and have your fishing merit licenses on you, That way you can be checked from a distance.  :doah:

well i dont think its a good idea, yes i understand that it takes alot of money to stock lakes with walleyes and etc, but think of how many lakes that there trying to stock that arent capable of handling walleyes with no reproduction area and etc, but they still are trying, they get an A for effort in my book, but after a few hundred thousand walleyes being stocked and nothings happening then they need to move onto a different lake. :offtopic: anyways if this is going to go through then you all know for a fact all the diehard muskie fisherman will be  :censored:ing until they get one, then the bass fisherman will start to  :censored: then the pike fisherman will  :censored: and it will go all the way till you will need like 6 different stamps just to go fishing :doah: just my thoughts

well if this is true and its voluntary then just dont buy one if you have a problem with it....i myself will be buying one. if it helps out the future of fishing in anyway then what is a petty five dollars? just go a week without buying a coffee...or for some of you guys a pack of cigarets and put your money to something useful....just my two cents tho.

hahaha i know i know its difficult but im just sayng one time...and for the other fisherman..let them just keep complaining...as long as it is all voluntary i dont see a problem with it...but once they make it mandatory then yea i agree they should just add it to the price of a lisence to help all species of fish

Use it if you like the idea of a donation (I have by the way). Raise the percentage that the lottery gives to our natural resources if you want do some good. Another brilliant idea by our DNR. :puke:

I don't like the idea it's been mentioned that it's voulentary for now and I agree.

Even if the all the money is used soley for the purpose of walleye management I still think it's a bad idea. The DNR should learn how to manage money before they ask for more. They could start by learning how to efficiently raise walleyes, or buy them from private industry at 1/2 what it cost them instead.

Enough said. I have a sore spot about this and have said it here many times before, so don't feel I need to repeat myself.

although this is voluntary for now... i'll bet you the farm that when the thought of this stamp was introduced, they have it in their mind that it will be mandatory in, oh I'll say 2 years.  I can hear it now next session...

It's hard to believe the attitude about the DNR here on this board. The fishing in Minnesota is some of the best anywhere in the country yet everybody rips the DNR.

For the record:
The Minnesota Muskie allience voted by a large margin against having a Muskie stamp.

The DNR is just looking for ways to raise money to keep our state fisheries at a high level. Their budget has been cut year after year yet everyone expects them to the same job with less money.

Buying Walleyes from private sources is where VHS came from. The private sector is not always the best option especially when it comes to the states fisheries. Their main modivation is profit, I would much rather put my money in the DNR, where they actually give a shute what happens to the fish.

Say it slowly...

I don't think we are unhappy with the DNR. I think the DNR is great. It is how they allocate their funds that maybe we have an issue with sometimes and their resources as well.

I'm not totally against the DNR. Just the way they squander money.

I have a hard time believing that VHS came from private walleyes. Yes private industry is concerned about profit, thats why I don't beleive it came from there. If the DNR would be the cause of it they still have jobs in the morning. Private enterprise does it and they lose their job and bussiness investment.

People who have guarenteed hourly jobs or salaried jobs are the one's who tend not to give a "shute".

Never said it came from a Walleye farm, however it has been linked to public sector hatchery fish. Most of the Walleyes used by the DNR are taken from hatcheries that draw their fish from stocks in our own lakes. They aren't raised in rearing ponds. The DNR hatchery on Lake Vermilion suplies most of the fry for central and northern Minnesota lakes. That includes Red lake and many others, the rest are sold to Walleye clubs and to other states fisheries Dept.

I really doubt this would ever be a manditory stamp. I think it would have to large an impact on tourism dollars and that's what most of the polititions are concerned about. I'm willing to give the DNR the benifit of the doubt on this one. I have been fishing for Walleye for well over 40 years and the fishing has "NEVER" been better state wide, than it is right now.

If $5.00 is to much to pay to keep our state fisheries at the level they are today perhaps it's time to look for a new hobby. Personaly I think I'd rather pay a small user fee than lose the great fishing we have here today.

We spend many thousands of dollars on boats and fishing equipment. Yet we complain about a small fee to keep the fish we enjoy available to anglers, in all parts of the state.

Seems kind of foolish to me to wine about five bucks to keep the fish stocks high, when we pay so much more for all the lures and stuff we use to catch them. :cry:
