Here's the deal....

I got a 40 hp Mariner on my boat. 2 years ago, the seafoam didn't work and the jets got clogged. I took it in for service, he pulled the jets and sprayed acitone (sp) in the jets. Last year, the motor ran really good and didn't have a problem all season. Over the winter (last winter) I stored it with staybil (sp) and it ran great for most of the season. Now, I'm having problems with it dogging down at high speed and fowling out the bottom cylinder. At idle, it runs fine....just no top end. I cleaned out the jets again with acitone (sp) and changed the plugs twice. With the same results......no top end and dogging down. I'm thinking that the jets are now unclogged from any debress and is now sucking to much oil into the cylinder causing it to fowl. (oil injected, no adjustment)

Does anybody know what the proper adjustment on the carbs is for this type of motor? Right now they are at a turn and a 1/2 out. Should they be leaner or richer?

I was told to run the motor till it's warm, then screw in one jet till it stalls, then back it out a 1/2 turn (doing this for each cylinder (2) and it should be good. That doesn't seem quite right to me....

Does anybody have any ideas?

Start at 1 1/4 turn. Usually its 1 1/8 to 1 1/4 turns out. And its not that difficult to take the carbs off and clean them properly. Spraying acetone in the mixture screw holes is pretty half assed. All the crud that clogged the jets in the first place just gets flushed back into the bowl only to come back again......... Get yourself a new mechanic.
