Its probably in the state's tourism budget to promote events like this.

If I remember when Jessie was governor... he wasn't going to make any extra appearances outside of normal business hours for which he wasn't getting paid, so I doubt Good King Walz will collect an extra check.  Perhaps by then he'll have shaken off the shellacking he took with Kamala and will be unofficially campaigning again for his next term as governor.  (But I digress.)

So the budget will probably account for the extra security costs and pay for everyone's transportation, etc. 

I'll bet if any of us took the time to read all of the line items in the state's budget legislation, allocating funds for the governor's fishing opener would be way down on the list of things we realized were a terrible waste of money.
